Presidents And Difficult Diplomacy: TR, FDR, Truman, JFK, Nixon, Carter, Reagan, Clinton, Obama

Presidents have to deal with recalcitrant nations in diplomacy, including nations that are our adversaries.

The key is to promote agreements, with the ability to verify and hold nations accountable, under international agreement. It is not an issue of trust, as many nations see other nations as rivals, but rather the ability to come to agreements with the understanding that violations can lead to a confrontational situation if they are not kept.

Presidents have regularly taken bold steps in diplomacy with other nations, whereby they suffered from strong criticism as being naive and weak, but history tells us they actually demonstrated courage and principle, that international agreements could be upheld if both sides wish to avoid military confrontation.

So we have President Theodore Roosevelt negotiating agreements with a newly ambitious Japan after the Russo-Japanese War.

So we have President Franklin D. Roosevelt deciding to establish diplomatic relations with the Soviet Union after 16 years of non recognition.

So we have President Harry Truman deciding to recognize Israel, and in so doing, alienating Arab nations in the Middle East.

So we have President John F. Kennedy agreeing to the Nuclear Best Ban Treaty in 1963 with the Soviet Union, and it is still in effect today. This came after the Cuban Missile Crisis, which many believed the result would not be obeyed by the Soviet Union, but they did precisely what was required under the settlement.

So we have President Richard Nixon, who made arms limitation agreements (SALT I) with the Soviet Union, and opened the door to contacts with the People’s Republic of China, both moves that are now hailed, although criticized at the time.

SO we have President Jimmy Carter accomplishing something no one would have believed, an agreement between Israel and Egypt, and mutual recognition, in what became known as the Camp David Accords. Additionally, Carter decided to recognize the Communist government in China as being China, rather than Taiwan.

So we have President Ronald Reagan, after calling the Soviet Union an “evil empire”, negotiate arms agreements with Mikhail Gorbachev.

So we have President Bill Clinton bringing about peace between the Catholics and Protestants in Northern Ireland, an event that seemed impossible of achievement, known as the Good Friday Agreements of 1998. He also established diplomatic relations with Vietnam, a generation after the end of the divisive war in Vietnam was lost.

So now we have President Barack Obama negotiating an agreement to prevent Iran from having nuclear weapons, with five other nations engaged in the process, and to prevent war, while guaranteeing the security of Israel and Arab nations. Like all the others, it is a gamble, as no one can be sure of Iran’s ultimate actions, but it has worked out in all of the other cases. He also has established diplomatic relations with the government of Fidel and Raul Castro in Cuba.

And yet, nothing is a panacea, as Russia and China still present a challenge, but progress was made to avoid war, and that is happening again now, with the understanding that if the agreement is broken, war is always an ultimate alternative!

Theodore Roosevelt And Gifford Pinchot Turning Over In Their Graves At Republican Party War On National Parks And Other Environmental Concerns!

The Republican Party a century ago had leaders who cared about the environment, and promoted conservation as a basic national policy.

Governor and later Senator Robert LaFollette, Sr. of Wisconsin; Senator George Norris of Nebraska; US Forestry Service Director and later Governor of Pennsylvania Gifford Pinchot; and President Theodore Roosevelt, all of them progressive Republicans in domestic affairs, made the promotion of national and state parks and monuments a priority. They set a standard for Democrats who followed their lead, including Presidents Franklin D. Roosevelt, Harry Truman, John F. Kennedy, Lyndon B. Johnson, Jimmy Carter, Bill Clinton, and now Barack Obama, who just announced three new national park designations in California, Nevada, and Texas. Obama has added 260 million acres and 19 national monuments in office, making him one of the great leaders on that endeavor. We should also mention Republican President Richard Nixon, who despite many faults and shortcomings, did enough to be rated number two among Presidents on the environment, by a conservation group.

Additionally, we were fortunate to have such outstanding Secretaries of the Interior as Harold Ickes under FDR; Stewart Udall under JFK and LBJ; Walter Hickel under Nixon; Cecil Andrus under Carter; and Bruce Babbitt under Clinton to emphasize the importance of the environment in all of its manifestations.

But the Republican Party of present times is anti conservation, anti environment, fights the concept of global warming and climate change, and has allowed itself to come under the influences of wealthy energy interests that would love to mine uranium in the Grand Canyon; destroy native American and paleontological sites; and conduct fracking for natural gas, despite the vast dangers to health and safety, including water pollution and greatly increased earthquake activity, as in Oklahoma, for instance. The Koch Brothers have had a particularly deleterious effect on the issue of the environment. And Republican Senator James Inhofe of Oklahoma is the worst possible enemy of the environmental movement in Congress, and is head, by seniority, of the Senate committee that deals with the subject.

The failure to see the importance of preserving our natural treasures is mind boggling, and those groups involved in promoting the environment know they have a massive challenge to keep what was given to us, and until the 20th century, was being gutted by rapacious capitalists in the oil, coal, natural gas, uranium, and lumber industries who only saw, and still see, only the almighty profit motive, including lack of concern for danger to wildlife!

Jimmy Carter: The Most Underrated, Unappreciated President Since World War II!

Jimmy and Rosalyn Carter celebrated their 69th wedding anniversary today, a year and a half shorter in duration then George H.W. and Barbara Bush’s marriage, the two longest in Presidential history!

Both George H. W. Bush and Jimmy Carter have reached the magic age of 90, with Bush 91 on June 8, and Carter to be 91 on October 1.

It is a blessing that both are still with us, but it would seem as if Jimmy Carter is likely to outlive Bush, based on health conditions right now.

Bush is being, properly, appreciated in his 90s, but Carter remains the most underrated, unappreciated President since World War II.

The critics, mostly Republicans, conservatives, and right wing supporters of Israel’s often extremist government, are always on the attack, and this blogger has heard from audience members when he gives lectures, that Jimmy Carter is an anti Semite, which is farthest from the truth!

Jimmy Carter could be said to be anti Israel’s government, when it has been right wing extremist, as for instance, it is now under Prime Minister Benjamin Netanyahu. But people forget how he managed to bring about the only enduring moment in the Middle East since World War II–the Camp David Accords—which brought together former warriors and enemies, Anwar Sadat of Eyypt and Menachim Begin of Israel, despite their being far apart on the issues of Middle East peace.

This is the most impressive and enduring moment of the Carter Presidency, and is not fully appreciated for what it was and is, even today! And Carter is most certainly NOT an anti Semite, and there are many Jews in America who are not pro Israel automatically when the government there is right wing extremist as it is now!

Carter also brought about the Panama Canal Treaty, an historic event; promoted Human Rights, a fundamental principle of this man of high morality, who would eventually win the Nobel Peace Prize; and worked to free the hostages in Iran peacefully, as frustrating as that was, rather than bomb Iran and see all 52 Americans killed in response, the likely result had he gone “hawkish”.

If the attempted rescue in April 1980 had worked out, it is likely that Jimmy Carter would have had a second term, and Ronald Reagan would be a footnote in history!

Carter also became the third best environmental President in American history, after Theodore Roosevelt and Richard Nixon; promoted free elections, human rights, democracy all over the world through the Carter Center; condemned violence against women and mistreatment of the poor around the world; emphasized the spreading of health care and education to the deprived parts of the world; and even condemned the most extreme right elements of his own Baptist faith.

He became the most activist former President in American history, and has survived longer after his time in office than any President, now going on 34.5 years on July 20. And his Vice President, Walter Mondale, survives at 87.5 years of age, making them the longest lasting Presidential-Vice Presidential team ever in American history!

Jimmy Carter is not perfect, in or out of office, but he is a very decent man, well meaning, brilliant in intellect, and the author of 27 books, including his new book, released today, entitled: “A Full Life: Reflections at Ninety”, a worthwhile read!

It is clear that only when he passes from the scene, like Harry Truman, will he come to be appreciated for the great man and human being he is, always trying to do his best, but humble enough to be willing to concede his shortcomings, much of which he expresses in this new book!

Run, Joe, Run! Arguments For Joe Biden To Announce For President!

The death of Joe Biden’s son, Beau Biden, on May 30, seemed to clinch that Joe Biden would NOT run for President, and would decide to spend more time with his family 18 months from now, when his Vice Presidency comes to an end.

Being that he will be 74 by Election Day in 2016, it would seem to make sense that it would be time for Joe to “hang up his cleats”, and end his brilliant 44 year public career.

But now, the hints are strong that Joe Biden will NOT give up on being President, as it is said that his dying son urged him to go for what he has wanted all of his life.

It seems likely now that Joe Biden might announce his candidacy in August, and he seems to have strong support and a “Draft Biden” movement is actively recruiting suppoort.

It might seem surprising that after the loss of his beloved son, that Joe would decide to run, but one must understand that politics is his lifeblood!

One has a feeling that if he decides not to run, that he might still seek a role in the next Democratic administration, most likely that of good friend Hillary Clinton.

Somehow, the thought of Joe and Hillary openly setting out to destroy each other seems unlikely, just as Bernie Sanders has been very careful in his criticism. This is NOT the Republican Party, where everyone has knives out to destroy all opponents. A race of Hillary, Joe and Bernie could be the most civil race imaginable, and do a lot of good for the nation, setting a standard of decent behavior while seeking the Presidency. This is something everyone who has any intelligence and class should wish for and want!

And as much as Hillary has great experiences, and Bernie has great principles and decency, who can argue that Joe is not even better qualified, and has a genuineness, an authenticity that cannot be matched by any other candidate?

After all, Joe has had 44 years of experience, unmatched by ANYONE! He knows how to get along with the opposition, and is well liked and respected by Republicans who may disagree on policy, but really admire the guy! He has been invaluable as Vice President, and has great impact on policy. He is seen as the second most influential Vice President in American history, after Walter Mondale under Jimmy Carter.

Senator Lindsey Graham of South Carolina just voiced the thought of how great a guy Joe is, how it is not possible for anyone not to like and admire him, even if totally disagreeing on policy! And remember that Graham is a potential Presidential opponent!

Joe is a very talented leader who led on the fight against Supreme Court nominee Robert Bork in 1987, causing Anthony Kennedy to be on the Court and be involved in the gay rights and gay marriage cases, which Bork would never have supported. And Biden came out for gay marriage before Barack Obama, pushing him into support that might not have happened otherwise!

Joe is often right on foreign affairs, and told us ten years ago that Iraq should be three nations–Kurds, Shiite, and Sunni areas, and he has been proved right on that.

Joe is perceptive, visionary, and as a person, he is lovable, really caring about people, always ready with a big smile and a kind word! It recently came out that Joe encouraged a young man years ago who had trouble with stuttering, as Joe did when he was young, and now that man is telling all of us the impact Joe had on his life, giving him encouragement, and has published the handwritten letter Joe sent him a long time ago that changed his life! This is very inspirational stuff, no question about it, as Joe is very SPECIAL!

Sure, he has faults, such as sometimes “stupid” statements and too much “hands on” with women in public situations, but the important point is that there is no hint that he is anything but loyal to his wife, Dr Jill Biden. And no one is more devoted to his family, including his children and grandchildren.

No one who meets Joe has ever seen him as other than a “good guy”, and he has the enthusiasm about public affairs and public policy of a Hubert H. Humphrey!

His age is not a factor if we are considering so many others in both parties who are in their 70s or near 70, as Hillary Clinton is, for example.

There is no good argument for Joe against running, and if he loses the nomination, he will be gracious in defeat, and willing to help the next President at, who knows, maybe being Secretary of State or some other important position, as hie knowledge base and his experience make him useful into the future.

Joe Biden is not the past; he is the present and the future, and let us wish good luck in his likely quest for the Presidency, and whatever happens, he will have given it a “good fight”!

Fifty Years Of Environmentalism—Lyndon B. Johnson, Richard Nixon, Jimmy Carter, Bill Clinton, Barack Obama— All To Be Applauded!

Today, April 22, is Earth Day, first declared by Richard Nixon and his Interior Secretary Walter Hickel in 1970, but the environmental movement was begun, actually, by Lyndon B. Johnson and Interior Secretary Stewart Udall in 1965 with the promotion of the first water and air pollution laws as part of the Great Society.

Jimmy Carter proceeded to promote the most advanced environmental record of any one term President, and with the great assistance of Interior Secretary Cecil Andrus.

Then, Bill Clinton, under the prodding of Interior Secretary Bruce Babbitt and Vice President Al Gore, contributed greatly to advancement of the environment.

And Barack Obama, under the support of Interior Secretaries Ken Salazar and Sally Jewell has also contributed greatly on the issue of the environment.

Additionally, Franklin D. Roosevelt, with Interior Secretary Harold Ickes, and John F. Kennedy, with Interior Secretary Udall (who served for eight years under both JFK and LBJ), also did a great deal on the environment.

Sadly, with Theodore Roosevelt being the true promoter of the environment in the early part of the 20th century, and assisted by Interior Secretary James R. Garfield and close TR friend Gifford Pinchot, one would have thought that the Republican Party would have continued to be the leader on the issue, but except for Richard Nixon, that has not been the case, and now Republicans are doing everything possible to help advance industry over the environment!

This includes attempting to prevent any future national parks; allowing industrial exploitation of the Grand Canyon and other parks for mining; and wishing to undermine or destroy the Environmental Protection Agency begun during the Nixon Presidency!

So the battle to promote conservation of natural resources and add to public lands is a never ending battle between the political parties, when it should be part of the national agenda that all political leaders believe in and advocate!

Periods Of Lack Of Diplomatic Relations In American History: Never Productive!

One tactic that has been used in modern American history to “punish” nations who are seen as a threat, as a danger, as an “outlaw” nation, is to suspend diplomatic relations with that nation, thinking that taking that action forces that country to change its policies, but it has never worked, and is a lost cause. It is more done to soothe the sensitivities of certain groups, and is a purely political act, with no real purpose and accomplishing nothing, except to isolate the people of those nations, who if anything, are harmed by American action, while the “outlaw” government goes on violating the human rights of their citizens.

Famous examples of nations we have refused to have relations with over a long period of years include:

Soviet Union, 1917-1933—16 years, ended by Franklin D. Roosevelt.

People’s Republic of China, 1949-1979—30 years, ended by Jimmy Carter, but beginning of ties and interaction under Richard Nixon in 1972 (23 years).

Cuba, 1961-Present—54 years, in the process of being ended by Barack Obama.

Iran, 1980-Present–35 years, possibly ending now under Barack Obama, with the potential nuclear agreement.

Diplomatic relations should NOT be about morals and ethics, as that does not work in international relations, but rather on practical reality, as nations we oppose are not going to collapse and disappear because we condemn their behavior. It is better to have some input into what goes on in those nations, unless, of course, the other nation involved chooses on its own to break off diplomatic relations.

The Problem And Burden Of Family Members For Presidential Candidates

Many Presidential candidates have had the problem and burden of family members who make their candidacy and, if they win, their Presidency, more difficult, because of their behavior or utterances.

So we have, for instance, the problem of Lyndon Johnson’s brother, Richard Nixon’s brothers, Jimmy Carter’s brother, George H.W. Bush’s sons, Bill Clinton’s step brother, and George W. Bush’s daughter causing grief.

And now, we have candidates for the Presidency who face the same problem, specifically:

Jeb Bush–his brother, former President George W. Bush
Hillary Clinton—her husband, former President Bill Clinton
Rand Paul—his father, Ron Paul
Ted Cruz–his father, Rafael Cruz

Any and all of these four candidates could be harmed greatly by the controversies over their brother, husband, and fathers, and yet none of them can or would repudiate their family connections, but they could all discover the negative impact of family on their Presidential campaigns!

Vast Age Differences Of Presidential Opponents In Modern American History

It has become a reality that in many Presidential elections, the age difference between the two competing Presidential contenders is vast.

Franklin D. Roosevelt was 20 years older than Thomas E. Dewey in the Presidential Election Of 1944.

Harry Truman was 18 years older than Thomas E. Dewey in the Presidential Election of 1948.

Dwight D. Eisenhower was 10 years older than Adlai Stevenson in the Presidential Elections of 1952 and 1956.

Richard Nixon was 9 and a half years older than George McGovern in the Presidential Election of 1972.

Gerald Ford was 11 years older than Jimmy Carter in the Presidential Election of 1976.

Ronald Reagan was 13 years older than Jimmy Carter in the Presidential Election of 1980.

Ronald Reagan was 17 years older than Walter Mondale in the Presidential Election of 1984.

George H. W. Bush was 8 years older than Michael Dukakis in the Presidential Election of 1988.

George H. W. Bush was 22 years older than Bill Clinton in the Presidential Election Of 1992.

Bob Dole was 23 years older than Bill Clinton in the Presidential Election Of 1996.

John McCain was 25 years older than Barack Obama in the Presidential Election of 2008.

Mitt Romney was 14 years older than Barack Obama in the Presidential Election of 2012.

Now in 2016, we are very likely to have a vast difference in age between the two major party nominees, assuming Hillary Clinton or Joe Biden or Elizabeth Warren or Bernie Sanders or Jim Webb is the Democratic nominee. But 11 of the 13 elections mentioned, the Republican nominee was the much older candidate, but that is likely to be different this time.

If Marco Rubio, Ted Cruz, Rand Paul, Bobby Jindal, Chris Christie or Scott Walker is the Republican nominee, the difference will be vast, as much as 24 or more years in some of these cases. All of these six were born later than Barack Obama, and a few others, including Rick Santorum. Mike Pence or Jon Huntsman, all born before Obama but still have a double digit age difference from the various Democrats mentioned above.

So far, eight times, the older nominee for President won, and five times, the younger nominee for President won. So the question is what will happen in 2016!

Martin O’Malley: Could He Be The New Jimmy Carter 40 Years Later?

Former Maryland Governor and former Baltimore Mayor Martin O’Malley has taken steps to make a political observer think that he is about to enter the Democratic Presidential race of 2016, challenging Hillary Clinton at a time when it seems unlikely that anyone else, who could please the liberal left of the party, is ready to plunge into a scenario that so heavily favors the former First Lady, former Senator, and former Secretary of State.

It seems to many as if O’Malley entering the race, if he does, is almost Don Quixote in nature, and some think he is just lobbying to become the Vice Presidential running mate of Hillary Clinton, but also showing the nation his credential for the future.

O’Malley is certainly a liberal, and seen as to the left of Clinton, but one with real executive experience, which Bernie Sanders and Elizabeth Warren do not have.

O’Malley has made a great impression in his two terms as Governor, and he comes across as a real nice guy, who has his own rock band, and is approachable, and has been a critic of Wall Street and the elite billionaires, and has led on such social and economic issues as gay marriage, climate change, and health care, and Maryland leads the nation in educational accomplishments and standards.

He is that rare young Democrat, only 52, while all other Democrats reported as possible candidates are all close to 70 or would be over 70 during the next Presidential term–including Hillary Clinton, Joe Biden Bernie Sanders, Elizabeth Warren, and Jim Webb.

O’Malley represents the new generation of leadership, someone who could appeal to independents and liberal Democrats who look for the long range future, and who has the proper instincts and record of accomplishment, but primarily seen as a long shot “dark horse” at this time.

O’Malley has been compared by some to Jimmy Carter 40 years ago, but O’Malley has a far more impressive background and record than Carter had, and with the disillusionment present in America, much like two generations ago, he could just be the sign of the future, especially if Sanders and or Warren choose not to run.

Nine Presidential Nominees Who Lost In Very Close Races To Their Opponents

It is not generally known that we have had several Presidential candidates who lost the Presidency in very close races, where one could note that a small switch of votes would have changed the result, with five such cases in American history. And some Presidential candidates have lost despite winning the national popular vote, with four such cases in American history. So therefore, nine elections saw these scenarios.

Andrew Jackson lost the Election of 1824 to John Quincy Adams despite winning the national popular vote by about 45,000.

Henry Clay lost the Election of 1844 to James K. Polk by losing New York State by about 5,000 votes.

Samuel Tilden lost the Election of 1876 to Rutherford B. Hayes despite winning the national popular vote by about 250,000.

James G. Blaine lost the Election of 1884 to Grover Cleveland by losing New York State by about 1,000 votes.

Grover Cleveland lost the Election of 1888 to Benjamin Harrison despite winning the national popular vote by about 100,000.

Charles Evans Hughes lost the Election of 1916 to Woodrow Wilson by losing California by about 3,800 votes.

Richard Nixon lost the Election of 1960 to John F. Kennedy by losing the state of Illinois by about 8,000 votes.

Gerald Ford lost the Election of 1976 to Jimmy Carter by losing the state of Ohio by 5,600 votes and the state of Hawaii by 3,700 votes.

Al Gore lost the Election of 2000 to George W. Bush despite winning the national popular vote by 540,000, and by losing the state of Florida by 537 votes.

Of course, Jackson, Cleveland, and Nixon went on to win the next national election in each case, and Ford, although never being elected, had the satisfaction of having been President for almost two and a half years.

Tilden and Gore were the most tragic cases, as they never ran again for President, and yet had won the national popular vote in each case.

Henry Clay and Charles Evans Hughes were exceptional public servants in so many ways, but would never be President.

Finally, James G. Blaine losing was probably good, as he was regarded as the most corrupt national candidate in American history!
