Vice President Joe Biden At His Most Charming And Genuine At Senate Swearing In Ceremonies!

There is only one Joe Biden, our Vice President, who is the most genuine and sincere politician on the scene today!

Biden is criticized for his flubs and gaffes, but while no one is perfect, his flubs and gaffes are harmless, and at most, may invoke laughter and embarrassment over the Vice President’s sometimes, slightly inappropriate, comments!

Biden put on quite a show as he went through mock swearing in of Senators yesterday, on opening day of the new 113th Congress. He got to meet the Senators’s wives, children, grandchildren, mothers, cousins, etc, and he was absolutely charming, charismatic, and funny, drawing laughter and smiles from both Democratic and Republican Senators and their family members.

He was flattering to mothers of the Senators; attentive to young children of the Senators; able to relate to teenage and older children of the Senators; and left an overall good feeling to all who gathered for the ceremonies, and caused much laughter and chuckles for those observing the events live on C Span.

Biden is always entertaining, but at the same time, one realizes how brilliant a mind he has; how talented a speaker he is; how effective he is in getting things done for President Barack Obama; how much expertise he has on such a wide variety of subjects; and how he knows how to bridge gaps between differing sides and viewpoints.

He is a tremendous asset to Obama, and as the Atlantic Monthly Magazine and National Journal have declared, there is a case for stating that Barack Obama is the most active, involved, and influential Vice President in American history—more than Richard Nixon under Dwight D. Eisenhower; more than Nelson Rockefeller under Gerald Ford; more than Walter Mondale under Jimmy Carter; more than George H. W. Bush under Ronald Reagan; more than Al Gore under Bill Clinton; and more than Dick Cheney under George W. Bush!

We could do far worse than Joe Biden to be the 45th President of the United States, by election in 2016! Imagine 44 years of service to his country being brought to the forefront as qualifications for the nation’s highest office!

The “Fiscal Cliff” Deal And Joe Biden’s Future

The details of the “Fiscal Cliff” deal will be analyzed over the coming days and weeks, but one of the clear cut winners is Vice President Joe Biden.

It was Biden who was summoned by President Barack Obama to meet with Senate Minority Leader Mitch McConnell on details of a proposed deal, and it was Joe Biden who brought about the agreement that avoided damage to financial markets, which already are booming this morning as the author writes.

It just proved once again how important Joe Biden is to the Obama Administration. He is no lapdog who just sits in the background of events. He is in the forefront of everything that Obama has done, although not always having his advice pursued.

But when push comes to shove, Biden is crucial to Obama, and he has shown that his great legislative experience and engaging personality can have a massive effect on bringing about positive results.

Biden is a masterful legislator, and has used his friendships and ties to other senior Senators to bring about desired results, but also, his expertise on foreign policy is hard to match!

Biden, in a fashion different from Lyndon B. Johnson, is a “wheeler dealer” who knows how to get things done, a term often given to the 36th President when he was Senate Majority Leader in the 1950s, as well as when he was President and getting tremendous results on his Great Society programs.

Biden’s talent as a deal maker, who is able to work across the aisle, and has the respect of Republican leaders, even if they do not agree with him philosophically, is precisely the type of leadership that could be useful to follow President Obama in the White House.

So despite his age of 74 in 2016, it is not proper to dismiss Biden as possibly the next President of the United States, as we could do far worse!

And realize NO ONE who has ever run for the Presidency in all of our history has the record of 44 years of service in government that Biden has—36 as a Senator, one of the longest terms ever, and eight years as Vice President, in the midst of all of the issues at hand!

Joe Biden’s warm, engaging personality, which gives people confidence and a feeling of liking this “regular guy”, is also a tremendous asset, as how many others in politics can come across as he does? This man is no phony, and instead is totally real and genuine, which may be his greatest asset of all!

Presidents Who Did Not Seek The Office

With the recent comment by Tagg Romney that his father, Mitt Romney, did not have a great ambition to be President of the United States, it brings up the issue of actual Presidents who in the past century did not lust after the job, and it was promoted by others, or the job fell into their lap symbolically.

Six Presidents would fit this description as follows:

William Howard Taft (1909-1913) was prodded by his wife and President Theodore Roosevelt to run, with him preferring to be a judge, later becoming the only President to serve also as Chief Justice of the Supreme Court (1921-1930), and being much happier in that position.

Warren G. Harding (1921-1923), who also was prodded by his wife and political professionals in a so called “smoke filled room” to run, and actually hated the responsibilities of being President.

Harry Truman (1945-1953), who was drafted for the ticket as the fourth term Vice President under Franklin D. Roosevelt, and never imagined himself as President, before he was, suddenly, thrust into the position in the last months of World War II.

Dwight D. Eisenhower, who was wooed first by the Democrats in 1948, and finally convinced by Senator Henry Cabot Lodge, Jr. of Masachusetts and other moderate Republicans, that he was needed to be a candidate in 1952 to stop the conservative candidacy of Senator Robert Taft of Ohio, son of President Taft.

Gerald Ford (1974-1977), who was planning on finishing his career in the House of Representatives, with his only desire being to be Speaker of the House some day, but suddenly was thrust into the Vice Presidency when Spiro Agnew resigned, and soon became aware that he was likely to become President due to the Watergate crisis of President Richard Nixon.

Ronald Reagan (1981-1989), whose wife prodded him, along with conservative supporters, to run at the advanced age of 69 in 1980, when he had given up any thoughts of being President after losing the nomination to President Ford in 1976.

So six Presidents of the past century, if the situations had been different, would not be part of the exclusive “Presidents Club”.

The Growing Role Of Vice President Joe Biden

Any thought that Vice President Joe Biden, who was a major factor in the successes of the first Obama term and in his reelection efforts, might start to “disappear” after the election is effectively dormant!

Biden has been asked by President Barack Obama to head a team to come up with some kind of plan for gun regulation, which does not take away the Second Amendment, but shows a level of responsibility to protect the American people from gun maniacs, who are now able to buy large magazines of bullets and assault rifles without any regulation. If anything, the killing of volunteer firefighters outside Rochester, New York, by a crazed murderer, only adds to the tragedy of what happened in Newtown, Connecticut, and earlier this year in Colorado and too many other places, the mass death or wounding of innocent people!

But also, Biden is working behind the scenes to try to come up with a deal to avoid the “Fiscal Cliff”, and he is highly respected by Senate Majority Leader Harry Reid of Nevada, and more importantly, Republican Minority Leader Mitch McConnell of Kentucky, as well as House Speaker John Boehner of Ohio.

There is no guarantee that Biden will have a magic potion on the issue of gun control or the “Fiscal Cliff”. But the point is that he is in the game, always willing and able to help the President and the nation, and this cannot but help his potential, and likely, candidacy for the Presidency in 2016.

Biden is a man of energy, who acts much younger than his age of 70, and should not be dismissed as the heir to Barack Obama in 2016!

The Constitution, The US Senate, Exceptions To Majority Rule, And The Filibuster Crisis

Anyone who studies Congress knows that the House of Representatives is based on majority rule, the need to have 218 votes, if everyone is voting, to pass legislation through the chamber.

One would like to think that the same idea applies to the US Senate, that 51 votes are needed to take action, or 50 votes with the Vice President casting the tie breaking vote.

But, actually, the Constitution, drawn up by the Founding Fathers, set up FIVE conditions, where a two thirds vote was needed to take action.

A Constitutional Amendment requires a two thirds vote.

A vote to remove a President, Vice President, Cabinet Officer, Supreme Court Justice, or a lower level Federal Court Judge, after an impeachment trial, requires a two thirds vote.

A treaty with a foreign nation requires a two thirds vote for ratification.

An attempt to override a Presidential veto of legislation requires a two thirds vote.

The expulsion of a Senator, after investigation of his actions and behavior, requires a two thirds vote.

That is it, no other time when the Constitution requires more than a majority vote.

However, the evil action known as the filibuster has emerged to become a monster, which bottlenecks and paralyzes Senate action in recent times.

A rarity until 2007, the filibuster dates back a century, but was rarely used. But when it was, it required the individual or the group to spend hours upon hours speaking on the floor of the Senate.

Now, with 386 “filibusters” in the past six years by the Republican minority, with none of them leading to debate for hours and hours, but simply blocking action by the threat itself, it has become clear that action should be taken against this weapon of the minority to cripple the Senate,

So action is being planned to lower the filibuster numbers required to stop action from 60 senators to a number likely to be 55, but other plans are also being developed, and the decision will be made at the beginning of the new Senate on January 3, 2013.

More discussion of the filibuster will be done by this author in the weeks leading up to that momentous decision, to try to allow the Senate to act in a manner which allows action, rather than total paralysis, which has made the Senate lose its respectability!

The State Of The Democratic Presidential Field As 2012 Ends

This author has already, earlier today, made it clear that only four Republicans have any chance to be the Republican nominee in 2016, and, conceivably, to win the next Presidential election, although the odds against them are massive.

What about the Democratic field in a future election where the Democrats have a tremendous edge?

Realize that the likelihood of Barack Obama presiding over a greatly improved economy by 2016 will be a major boon to whoever is the party’s Presidential nominee.

So what is the state of the field?

There are three tiers of candidates, as things now stand.

First Tier—Hillary Clinton and Joe Biden, both extremely qualified and experienced, and the best of friends, and if either or both become candidates, they will be the so called “800 pound gorillas” in the race, very hard to overcome. But, of course, if they challenge each other, they could weaken each other and help a third candidate to gain the edge, someone with less experience, and significantly younger, which might be an appealing factor.

Second Tier—Maryland Governor Martin O’Malley, New York Governor Andrew Cuomo, Virginia Senator Mark Warner, Massachusetts Senator Elizabeth Warren–with all four being strong alternatives, and with one of them possibly able to challenge the two leaders, Clinton and Biden, if they both choose to compete, If neither Clinton nor Biden ends up a candidate, which is conceivable, then these four could be involved in a major competition.

Third Tier—Mayor Cory Booker of Newark, if he becomes Governor or Senator from New Jersey; San Antonio Mayor Julian Castro, if he becomes Governor or Senator from Texas; Massachusetts Governor Deval Patrick; Minnesota Senator Amy Klobuchar; New York Senator Kirsten Gillibrand; all potential candidates of minority or gender diversity, but all of them less likely to have the opportunity to run, based on others who are competing, and difficulty raising money and supporters against others who are much more described as “heavy weights”, but they all could be possible Vice Presidential running mates.

So this is an early judgment on the Presidential race, and needless to state, there will be much more analysis of these potential candidates as the Presidential race begins in earnest in the second half of 2013, after the first hundred days of the new term! There will be no lack of news emerging on a regular basis, and the fact that this author and others are discussing the race only 30 days after the last Presidential election demonstrates, yet again, that there is no respite from politics, or speculation about the Presidential office and its present and future occupants!

Vice President Joe Biden’s Eulogy Of New Hampshire Senator Warren Rudman: A Mirror Image In So Many Ways!

For once, many members of the US Senate, who these days are at odds much of the time, got together today to eulogize New Hampshire Senator Warren Rudman, a reputable, decent moderate conservative Republican, who served from 1980 to 1993, and passed away earlier this month at age 82.

Rudman was always a person who was genuine, decent, caring, and willing to cross the aisle in a compromising manner without giving up his principles. Rudman often bemoaned the way the Senate has become in the nearly twenty years since he left the upper body..

Rudman brought up the importance of fiscal sanity, and came across as a man of principle, concerned about the growing national debt, even back in his time in office, when the Reagan Presidency tripled the national debt.

Biden’s eulogy was heartfelt, describing Rudman as a man who really cared, was sincere and genuine, very approachable, a person who never forgot where he came from, and always treated ordinary Americans with dignity and respect.

Watching that eulogy by Biden reminded me that these descriptive characterizations of Rudman also fit Biden perfectly!

That is the reason why this author has such admiration for Joe Biden, because he is REAL and a GOOD GUY in every conceivable way!

The Susan Rice Controversy: Much Ado Over Nothing, And Making John McCain, Lindsey Graham And Kelly Ayotte Look Ridiculous!

The continuing controversy over UN Ambassador Susan Rice and her statements on Sunday talk shows about the events in Benghazi, Libya, which led to the death of Ambassador Chris Stevens and three others on September 11, has been blown so out of proportion that it borders on the ridiculous at this point!

A Fox News Channel and Mitt Romney inspired incident, it has led Senator John McCain to look like a total fool; Senator Lindsey Graham to look as if he is seeking for an issue to hold off Tea Party opposition to his reelection in South Carolina in 2014; and Senator Kelly Ayotte to come across as a freshman woman Senator who is hitching on the issue to make herself noticed, but in an embarrassing way that will trivialize her hope to become a national figure, after she was passed over by Mitt Romney to be his running mate for Vice President. Meanwhile, Senator Joe Lieberman, usually part of the “gang of three”, but now retiring, has decided NOT to join this cry for Rice’s head, showing some real intelligence as he leaves the Senate, but with Ayotte replacing him, to her degradation!

For anyone to be held so accountable for what he or she says on Sunday talk shows as Susan Rice is being held, is totally off the wall, and by that standard, Dick Cheney would have been impeached and removed from the Vice Presidency; Condoleezza Rice and Colin Powell would have been drummed out of office, or in the case of Rice, denied the chance to be Secretary of State; and McCain and Graham themselves would be forced out of the Senate for past incorrect, inaccurate, or stupid comments!

Susan Rice is perfectly qualified to be Secretary of State, and instead has been pilloried in a manner unbecoming her distinction, her education and academic accomplishments, and her distinguished public career. Her education and brilliance, when compared to the measly such accomplishments of McCain, Graham, and Ayotte, makes them all look more like the jealous competitors for academic excellence who decide to downgrade their successful competitor by spreading innuendo, rumors, character assassination, and ridicule, because they have nothing else to offer.

All three Senators should apologize profusely to Susan Rice, stop their bull “feathers”, and get down to serious business serving their constituents, and stop seeking the limelight. And if Kelly Ayotte, the only one with serious long term potential, wishes to be seen seriously, she had better abandon these two Senators past their prime, and stake out her own identity, or become totally irrelevant, and a “joke” in Senate circles!

November 20 A Very Special Day: Joe Biden’s 70th Birthday, And It Would Have Been Robert Kennedy’s 87th Birthday!

Today, November 20, is a VERY special day in two ways!

It is the 70th birthday of our illustrious Vice President, Joe Biden, who has devoted 40 years to service for the American people, as a United States Senator for 36 years, one of the longest terms of service in Senate history, and four years as a very effective and involved Vice President of the United States, with four more years of service in that position guaranteed by the victory of the Democrats under Barack Obama two weeks ago!

Biden has been an inspiration, a man who is totally sincere and genuine, and has done so much good in his career, and is an expert on constitutional and foreign policy issues. Barack Obama relies on him tremendously, and Obama’s success is due a great deal to the contributions and loyalty of Joe Biden.

But it is also the 87th Anniversary of the birth of Robert Kennedy, who served as Attorney General under his brother, John F. Kennedy, and played such a crucial role in the Cuban Missile Crisis, and in the development of the civil rights movement. While seeking the Presidency, he was assassinated on June 6, 1968 at the age of 42, leaving a feeling all these years of unmet potential, with the likelihood that he might have become President, and prevented us from having the nightmare of Richard Nixon and Watergate.

Robert Kennedy may have died too young, but just four years later, young Joe Biden came to the Senate at the minimum age of 30, and dedicated himself to the perpetuation of the Kennedy promise and program, and has done a great job in promoting the agenda of Robert Kennedy.

So today is a day to celebrate in more than one way!

The Theoretical Possibility Of A Romney-Biden White House

IF by some chance, the electoral vote would be evenly divided 269-269, the House of Representatives, likely to have more states with a Republican majority delegation, would then get to choose the President, as they did in 1800 and 1824, and would then choose Mitt Romney, their party’s nominee.

But if the Democrats continued to control the US Senate, then Vice President Joe Biden would be likely to be chosen, and we would have a split White House, which we only had after the 1796 election, when Thomas Jefferson was the opponent of John Adams, and ended up as his unhappy Vice President, and then defeated him in a tumultuous election in 1800.

The 12th Amendment in 1804 was supposed to prevent such an eventuality again, but it is possible, but highly unlikely, that such a scenario could happen.

This would be bad for America, as certainly Romney and Biden would not get along, and it is well known that Biden has ambitions to run for President in 2016, and would likely oppose President Romney on every issue imaginable, as they might be opponents in 2016, when Romney would run for reelection.

It is interesting to think about this, but no one should worry, as the odds of a tie of 269-269 is highly remote, and every indication from the “swing states” and Nate Silver in the NY Times is that Barack Obama will win the Electoral College without any problem, and win most of the contested states, as many other polls also indicate!
