The CNN Top 100 House Races In Play!

CNN has come up with a list of 100 House of Representatives seats that the network believes are in play in this fall’s election!

The list includes 90 Democratic held seats, with 15 of them being open seats, while 10 seats are held by Republicans, with 4 of them being open seats!

50 seats are thought to be most vulnerable, while 50 seats are races to watch! Four Republican seats are seen as most vulnerable, which if all went Democratic, would require the GOP to gain 43 Democratic seats instead of 39, in order to control the chamber. Of course, if all ten GOP seats were to switch, it would require 49 seats to be gained by the Republicans from the Democrats in order to gain control of the House.

More than normal interest in the House of Representatives exists because it could create a dramatic change in Congress if that chamber went Republican, while the Senate remained Democratic, which seems at this point more and more likely!

Never has the House of Representatives switched over without the Senate also switching, so this would be an historic election were it to happen!

The Historical Reality On Midterm Elections!

There are many predictions that the Republican Party may win either or both houses of Congress on November 2, the day of the midterm elections!

Historical reality is that whenever the party in power has lost one chamber of Congress, it also has lost the other house! Also, on the average since the beginning of the 20th century and the administration of Theodore Roosevelt, the party in power loses an average of 28 seats in the House of Representatives, and an average of 4 seats in the Senate!

Although some prognosticators seem to think that the Democrats will lose enough seats (10) to give up control of the Senate, it still seems a long shot to most! And since the Republicans would have to gain 39 seats to win the House of Representatives, that seems a tall order too, considering that if any seats are lost by the GOP in either house, that makes it all the more difficult for them to gain either chamber! To consider that the GOP will not lose any seats in either house of Congress, at a time when there is an anti incumbent attitude out there, seems an unlikely event!

It seems likely that the Democrats will lose close to the average of seats in both houses, but doubtful they will lose much more, if any, when the dust settles! But we shall see soon enough!

Major Reform Of Senate Rules About To Be Accomplished! :)

Democratic Senator Claire McCaskill of Missouri s about to accomplish what once seemed impossible–a major reform of Senate rules, which requires a two thirds vote of the Senate, 67 in total!

With the backing of nine Republicans and 58 Democrats, all but Robert Byrd of West Virginia, McCaskill is promoting the end of “anonymous holds” on presidential nominations. A senator could still put a “hold” on a nominee, but would have to be revealed publicly.

This tactic has been used a lot by several senators, among them being James Inhofe and Tom Coburn of Oklahoma and Richard Shelby of Alabama. But many times, these and other Republicans have done it secretly, sometimes stalling as many as 70 nominations without having to take responsibility for their actions.

This is a necessary first step to make the Senate more able to deal with the legislative agenda. It is infuriating that a minority can hold up action without responsibility! 🙁

The fact that McCaskill has been able to gain the support of nine Republicans, including two who are leaving the Senate this year (Christopher Bond of Missouri and Sam Brownback of Kansas), is an amazing feat! 🙂

Let’s hope it can lead to other updating of archaic Senate rules, which has helped to paralyze that body, and make it seem out of touch to the American people! 🙁

The Growing Influence Of Chuck Schumer: The First Jewish Senate Majority Leader?

Senator Chuck Schumer of New York, elected in 1998, after 18 years in the House of Representatives, has become a major player in the Senate, and is on the brink of becoming the highest elected Jewish official in US history, if Senate Majority Leader Harry Reid of Nevada loses his very competitive Senate reelection race this fall.

Schumer, always an aggressive and egotistical figure in the Senate, was the Chair of the Democratic Senatorial Campaign Committee and helped bring about the Democratic control of the Senate, and its upgrading to 59 senators in the past four years.

A truly brilliant politician, Schumer is seen as likely to succeed Reid, although he must compete with his townhouse roommate, Majority Whip Dick Durbin of Illinois, if Reid leaves the Senate. It is interesting how they have a rivalry, and yet they are good friends. Schumer has an image of being able to cross the aisle for support, and to gain backing from his own Democratic colleagues for various initiatives.

If Schumer ends up as Majority Leader, it can be imagined that he would rival Lyndon Johnson and Bob Dole in getting things done, and he could be a major advocate of new initiatives by President Obama over the last two years of his term.

Schumer will win easy reelection this fall to a third term, and is likely to help Senator Kirsten Gillibrand stay in office as well. And with Democratic gubernatorial nominee Andrew Cuomo likely to have a tremendous edge over GOP opponents, the Democrats are likely to have complete control of state matters, despite the many problems New York State faces.

Schumer will become one of the most important Senators ever to represent New York, on the level of Robert F. Wagner, Sr. (1927-1949), Jacob Javits (1957-1981), and Daniel Patrick Moynihan (1977-2001)! And none of the above ever were Senate Majority Leader!

Senator John McCain Abandons Florida Governor Charlie Crist: Despicable! :(

Senator John McCain is continuing to demonstrate that he has changed dramatically from the “maverick” he once claimed to be!

Always seen as a man of principle, he has now decided that with Governor Charlie Crist down in the polls in the Florida Republican Senate primary race with former Florida House Speaker Marco Rubio, he will abandon the man who had more effect on him winning the Florida Presidential primary in 2008 than anyone else, and therefore, promoted him for the GOP Presidential nomination!

Apparently, McCain does not believe in loyalty to those who endorsed and worked their heart out for him for President! He is running scared in his own primary against conservative J. D. Hayworth in Arizona, and realize that Hayworth is supported by the same Tea Party activists who are backing Rubio in Florida. He is out to save his own neck, and therefore is very willing to throw Crist overboard! This is disgraceful behavior! 🙁

The irony will be that McCain may very well lose his primary, and I suppose then he will back Hayworth for his Senate seat, huh? Meanwhile, it is likely that Charlie Crist will run as an independent, and have a decent shot at winning the Senate race in Florida in a three way race with Rubio and Kendrick Meek, the Democratic Congressman from Miami.

This attack on the part of the GOP establishment, including the total abandonment of Crist by the Republican Senatorial Campaign Committee, is a sign of just how far to the right the Republicans have gone, and it should be alarming to mainstream Republicans who know the tradition of the party as one which had outstanding moderate leaders throughout its history!

Any sympathy one might have for McCain in his tough Senate primary is now lost, as he deserves to be defeated by the very extremist movement which is destroying the mainstream tradition of the Republican Party!

True justice would be that McCain loses, and somehow, Charlie Crist triumphs in his Senate race as an independent! But were that to happen, would the GOP welcome Crist in their Senate caucus? That is hard to imagine, so it may be that he would caucus with the Democrats and give a final kick in the rear end to the party that abandoned him for a right wing extremist! Rubio condemned the Governor for accepting with thanks the economic stimulus that Florida so desperately needed in 2009, and cannot, unfortunately, count upon in 2010, and certainly not beyond, if it is left up to the Florida Republican party and its Tea Party followers, led by Marco Rubio.

It can be hoped that the Republicans in Florida  lose seats in the legislature after trying to destroy education in the state, and for Crist to win and ally with the Democrats and do what is good for the state of Florida in the future! Do not underestimate the potential of Charlie Crist!

The Character Assassination Of Democratic Congressional Leaders: Unwarranted!

These days, it is hellish to be a politician, but particularly to be a leader in Congress.

I am referring to Nancy Pelosi, Speaker of the House of Representatives, and Senate Majority Leader Harry Reid.

Both have their personal idiosyncrasies, and both have personal financial assets in the millions of dollars. Both have views and beliefs that annoy millions of Americans, particularly conservatives and Republicans.

Having said that, the same could be said to be the description of Republican leaders, except that it is liberals who object to their views and beliefs.

The point that is being made here is that both Democratic leaders are truly committed to back Barack Obama’s agenda, as one would expect. Both have worked very hard, and have had to deal with the reality of a total of 535 egos clashing on Capitol Hill, including their own, plus the power of lobbyists.

We hear constant bitter attacks, but if one looks at the record, one sees things very differently.

Nancy Pelosi has presided over a total of 290 plus bills that have successfully wended their way through the House of Representatives, due to her strong leadership skills. This includes all of the major agenda items of President Obama, including but not limited to health care reform. Whether one agrees or not with all of these bills, one can say that the Democrats have brought about a mountain of legislation that marks them as one of the most active of all Congresses in history, at least in the lower chamber. But the fact that the Speaker is female has become an added incentive for bitter attacks on her.

But of course, the Senate has stood in the way because of the filibuster threat, and the fact that Harry Reid, as decent a man as he is, is no Lyndon Johnson or even Bob Dole. Reid is trying to figure how to overcome GOP opposition with 59 Democrats, and follow through on what the House has done. The conservative and GOP opposition has been unrelenting, as well as talk radio and Fox News Channel. They will stop at nothing to destroy the Obama agenda and prevent the Senate from completing the extensive, far reaching work of the House of Representatives.

Now, on top of everything, Harry Reid has a personal crisis with the auto accident injuries of his dear wife and daughter, and is shuttling back and forth from his duties to the hospital. He is faced with a tremendous burden, along with the need to deal with a tough re-election contest, with very poor public opinion polls.

Neither Nancy Pelosi nor Harry Reid are truly appreciated in the nation at large for their sacrifices and efforts. One sometimes wonders why any person of their talents and abilities, who may have wealth as they both do, does not decide that the constant attacks by political and ideological opponents and the news media, and the constant public disdain they face by masses of Americans who have no real clue as to what they do, and how they sacrifice their time and efforts under great adversity, is not worth it, and decide to give it up and leave it to others.

There is an old saying: When alive, you are a “dirty politician”; only when dead, are you seen as a “statesman”. Despite the bitter attacks and character assassination, I think it is likely over time that both Nancy Pelosi and Harry Reid will get their due in history.

But realize the treatment given these and other leaders, and politicians in general, many of whom REALLY care about the citizens they serve, will lead to many, as seen already, giving up, and leaving future leadership to mediocrities, who are only interested in their own self advancement and self aggrandizement!

Republicans And “Reconciliation”: The Truth!

Republicans are acting like hypocrites on the issue of using the “reconciliation” method to pass health care legislation. They claim that it is, as Tennessee Senator Lamar Alexander states, a “kamikaze mission”.

This is irresponsible rhetoric, and based on lies! Alexander has voted for “reconciliation” five times in his years in the Senate. He has had a reputation of being a moderate, but based on this ridiculous statement, and his comments at the Health Care Summit last week, he has moved over to the far right!

The Republicans have used this 51 vote majority in the Senate sixteen times, compared to six times by Democrats.

One must remember that Republicans controlled Congress for twelve years, and it was certainly alright for them to overcome filibusters for massive tax cuts that bankrupted our national budget!

But now, for health care, they act like Puritans who have never utilized or believed in the tactic, and that is pure bull!

Senator Alexander and the whole Republican caucus in the Senate should be ashamed of themselves for being negative and obstructionist! The party is a shell of the old, traditional Republican party that once stood for some real principle, instead of willingness to exploit an issue for political gain and show no concern for the millions of Americans who have no, or inadequate health care!

The “Public Option” Returns As Health Costs Go Sky High

Just as the health insurance companies are calling for record increases in premiums from their subscribers, creating a major crisis for millions of Americans, the concept of a “public option” is being revived by the Obama White House and Senate Majority Leader Harry Reid, and a growing number of Democratic Senators.

After a cautious approach and attempts to gain GOP votes in the Senate, which has totally failed, now the thought is that the record increases in health care premiums are motivating Democrats to use “reconciliation”, requiring only 51 votes, to pass such a plan.

One must be reminded how many times the Bush Administration used “reconciliation” to pass tax cuts and other initiatives, so there is nothing illegal about using that tactic. It is time to stop allowing obstructionists from passing what a majority in every poll indicates they want–health care with a public option.

Maybe, who knows, when health care passes, after the fact, we might have Republicans taking credit for it, as they have, hypocritically, taken credit for economic stimulus programs that they opposed! 🙂 LOL

Democrats’ New Strategy: Force Votes That Will Show Republican Support Or Intransigence

The Obama Administration and the Democratic leadership in Congress are adopting a strategy to force the opposition Republicans to make a decision: support legislation on various matters, or be recorded as against the legislation and make it a case against the party in the upcoming Fall elections.

While there is hope that bipartisanship will occur, particularly at the scheduled White House summit on health care on February 25, the plan is to promote legislation on some aspects of health care, a job creation bill, legislation to lift the anti trust exemption for insurance companies, action to help small businesses and extend unemployment compensation, and a measure to levy fees on Wall Street banks that received bailout money.

There are hints that some GOP senators might join the Democrats on some legislation, including Tennessee Senator Bob Corker, Iowa Senator Chuck Grassley, and Utah Senator Orrin Hatch.

At the same time, the Democrats in the House of Representatives face the fact that there are now two vacancies of members who supported the health care bill, when it passed 220-215 last fall. Robert Wexler left in January and John Murtha died last week, and neither seat will be filled until the spring. And Joseph Cao, the one Republican who voted for the health care bill, now indicates he will not support the bill on later passage if it comes up for a vote, so the House probably does not have a majority for the bill at this point.

So the Democrats are trying to figure out a strategy to gain action in both houses, but the road ahead is still very complex and difficult. It is hard to see any great prospect for action anytime soon! 🙁

Time To Reform The Filibuster As It Is Out Of Control! :(

It is time for Senate rules to be changed and the filibuster to be reformed, if not, ended!

President Obama made the assertion, in a meeting with Senate Democrats today, that the Republicans had abused the filibuster, and the need for a cloture vote of 60 senators to end a filibuster had gotten out of hand.

He is totally right, as CNN proved! From 1949-1970, records show that a total of 30 cloture votes were needed, with no more than seven in any session.

Starting in the 1970s, with cloture possible with 60 votes, rather than 67, the tactic was used more often, with the 110th Congress in 2007-2008 using it 112 times, a record.

So far, in the 111th Congress, it has been used 41 times, with 39 last year and two this year so far.

Obama’s statement is that the present Congress had used it more than all the Congresses in the 1950s and 1960s combined, and he is totally correct! Remember, the number is 30 over twenty two years from 1949-1970, and now 41 in a year and a month.!

This tactic must be fought against, as it blocks progress and allows a minority to abuse its position. The minority has the right to its views; it does NOT have the right to deny the majority its rights to pass legislation, as a simple majority in the House is enough to pass a bill.

This is not democracy in action; it is obstructionism, pure deception and truculence, and it is time it ended! The majority should have the power, not the minority! Enough of this dirty tactic which has never contributed to anything good, as for years it prevented civil rights laws! Now it is negating the results of the Presidential election of 2008! The people voted, and their will should be obeyed and respected! 🙁
