On January 24, 2026, U.S. Attorney General Pam Bondi issued a letter to Minnesota Governor Tim Walz outlining specific conditions that would lead to a reduction or end of the current federal immigration enforcement “occupation” in the state. This proposal follows a surge in federal operations, known as Operation Metro Surge, and recent fatal shootings by federal agents in Minneapolis.
The demands required for the federal government to “restore the rule of law” and potentially withdraw federal agents include:
Access to Voter Rolls: Allowing the Department of Justice (DOJ) Civil Rights Division to access state voter registration records to “confirm” compliance with federal law.
Repeal of “Sanctuary” Policies: Ending state and local policies that limit cooperation with federal immigration authorities.
Data on Welfare Programs: Sharing state records on Medicaid and the Supplemental Nutrition Assistance Program (SNAP/food stamps) to allow the federal government to investigate potential fraud.
Law Enforcement Cooperation: Requiring all state detention facilities to cooperate fully with ICE, honor immigration detainers, and permit agents to interview detainees.
